GENERAL DESCRIPTION: Under the direction of the Conservation Program Director, this position performs highly complex (senior level) administrative and supervisory program work. Leads a team of seven statewide taxonomic experts and a conservation initiatives specialist to "conserve and recover imperiled species and habitats through research, management, policy, and partnerships." Actively engages a large network of conservation partners to conduct research and recovery actions for Species of Greatest Conservation Need (SGCN) and coordinates implementation of the State Wildlife Action Plan (SWAP). Develops, evaluates, and refines policies and strategies to address threats and challenges as identified in the SWAP. Coordinates review and selection of research proposals for various funding sources (e.g., State Wildlife Grants, Conservation License Plate, Landowner Incentive Program) and oversees contracts and reports for nongame wildlife research and SWAP implementation partnerships. Represents the Department at state and national levels in matters pertaining to SWAP implementation. Reviews technical reports and management reports to support science-based decision making. Builds and maintains cooperative relationships with TPWD staff and external partners to build capacity for on-the-ground projects tied to implementation of the SWAP and to fulfill federal aid requirements. Builds and maintains cooperative relationships with TPWD staff and external partners - including agencies, NGOs, land trusts, joint ventures, and planning entities - to advance conservation and integrate SWAP priorities. Provides training and technical guidance to program staff, field staff, and volunteers. Works under limited supervision, with moderate latitude for the use of initiative and independent judgement. Performs additional duties as assigned. Complies with all Agency, Division and Branch rules, regulations and procedures. MINIMUM QUALIFICATIONS: Education: Graduation from an accredited college or university with a Bachelor of Science Degree in Wildlife Science, Wildlife Management, Conservation Biology, Natural Resource Management, Conservation Education or closely related degree. Experience: Five years of professional experience in natural resource management, planning and implementation, with experience in program level functions, such as strategic planning, budgeting, and employee/program evaluation. One year of experience supervising staff at a local, regional or statewide level. NOTE: Experience associated or obtained in the pursuit of undergraduate or graduate degree programs is not applicable toward the required professional experience beyond the substitution the degree(s) earn (See Acceptable Substitutions section below). Supervisory experience and professional experience may have occurred concurrently. Licensure: Must possess or be able to obtain, within 30 days of employment, a valid Texas class 'C' driver's license; NOTE: Retention of position contingent upon obtaining and maintaining license and proof of liability insurance. ACCEPTABLE SUBSTITUTIONS: Experience: Graduation from an accredited college or university with a Master of Science degree in Wildlife Science, Wildlife Management, Conservation Biology, Natural Resource Management or closely related field may substitute for one year of the required professional experience. Graduation from an accredited college or university with a Ph.D. in Wildlife Science, Wildlife Management, Conservation Biology, Natural Resource Management, or closely related field may substitute for two years of the required professional experience. PREFERRED QUALIFICATIONS: Education: Master of Science or PhD. degree from an accredited college or university in wildlife management, wildlife conservation, conservation biology, zoology, ecology, natural resources or natural science with major coursework in ecology and conservation. Experience: More than five years of experience employed as a professional with a broad background of progressively responsible practical natural resource management and/or program administration experience. KNOWLEDGE, SKILLS, AND ABILITIES: Significant knowledge of leadership and team management concepts. Significant knowledge of the Texas State Wildlife Action Plan, State Wildlife Grant Program as well as the Landowner Incentive Program and associated grants administration. Significant knowledge of the wildlife, plants, ecology and natural history of Texas and management issues/concerns associated with nongame and rare species. Significant knowledge of project management and training in time management and other associated topics. Knowledge of department's mission, organizational structure, cultural environment, rules and regulations, division roles and responsibilities, and key individuals associated with each Knowledge of the fundamentals of natural resource management. Knowledge of administrative and clerical functions, operations and systems. Knowledge of databases and GIS use and management. Knowledge of agency budget, program planning, personnel and administrative procedures. Knowledge of state and federal laws pertaining to nongame and endangered species. Knowledge of funding procedures and processes. Skill in leading and inspiring teams to accomplish visionary goals. Skill in developing and maintaining highly cooperative relationships with co-workers as well as constituents and partners. Skill in observing and navigating agency culture, chain of command, and politics. Skill in coordinating with members of the public, elected officials, advisory boards, universities, media representatives, Department personnel, and other governmental agencies to find common ground among differing viewpoints to successfully build trust and consensus. Skill in gathering and synthesizing complex data and communicating it in clear, practical terms applicable to various intended audiences. Skill in communicating both verbally and in writing, on a broad range of fish, wildlife, rare plant, and habitat issues. Skill in specific project management, including design, production, implementation and evaluation. Skill in generating a variety of creative solutions to problems and in identifying the policies and procedures that must be utilized or modified to achieve a goal. Skill in efficient and effective work habits. Skill in administrative and budget management. Skill in directing and evaluating scientific studies and surveys. Skill in analyzing data, reviewing and preparing reports. Skill in using personal computers and mobile communication devices with a working; knowledge of Microsoft Office software (including Word, Excel, Access and PowerPoint) as well as iOS and Android mobile applications. Ability to effectively manage and / or coordinate work plans for staff located across the state. Ability to function as a team member, as well as lead others as a team. Ability to work under stressful conditions, to maintain flexibility and work with frequent interruptions and multiple / changing priorities. Ability to manage several projects simultaneously under tight deadlines. Ability to work effectively independently with little or no supervision. Ability to conduct work activity in accordance with TPWD safety program. WORKING CONDITIONS: Required to work 8:00 a.m. to 5:00 p.m., Monday through Friday. Required to work on holidays, weekends and hours other than 8:00 a.m. to 5:00 p.m. as necessary. Required to perform work outdoors, occasionally in adverse weather conditions. Required to hike to various areas to perform site monitoring, mapping and data collection as necessary. Required to travel 30% with possible overnight stays. Required to operate a State vehicle. Required to conform to dress and grooming standards, work rules and safety procedures. Required to follow non-smoking policy in all state buildings and vehicles.
